Main tasks as Program Purchasing Manager:
The Purchasing Program Manager manages the purchase part of the program; conduct the associated purchasing acts as per Business Management System implemented and guarantee the fulfillment of the commitments of the Purchasing and Suppliers Relationship Department.
He is also in charge of the negotiation of the prices, terms & conditions of the contracts/frame work agreements until the delivery of the purchases and process the payment.
\[ Manage the structuring of the purchase part of the program:
- Build the purchasing strategy in accordance with the objectives of the program and in compliance with purchasing strategies,
- Establish the negotiation and contractual schedules with the prescribers.
- Identify and contribute to the qualification of local Suppliers
- Identify and contribute to the qualification of local Spare Parts (from approved dealers, equivalent products …).
- Establish and negotiate contracts with local suppliers.
- Establish the initial supply planning meeting the needs of the program
- Pilot the implementation of the purchase contracts of the program
- Ensure the defense of NAVAL GROUP SUPPORT interests by preparing the pre-litigations (offensive and defensive) and establish the contentious issues with NAVAL GROUP SUPPORT Legal Department.
\[ Guarantee the fulfillment of the commitments of the Local Supply Office:
- Ensure milestones purchase program and financial goals
- Secure the supply schedule according to the needs of the program
- Implement and manage the contractualisation process
- Monitor the progress of program purchases, anticipate the risks or deviation and take
the appropriate corrective & preventive measures
- Oversee and manage the execution of contracts and amendments and prevent deviations by
contract management
- Monitor the successful completion of risk reduction actions or the realization of opportunities
- Review the cost improvement plan by challenging the actors of the process
